Upgrade my computer or build a new one?

In my experience, if you're replacing the processor, motherboard and memory all at the same time (which you will be) then a complete new machine is generally more attractive. Building your own is one approach but if cost is a factor don't overlook preassembled systems - self builds are frequently more expensive than simply buying a ready made system.
