Empire games? possibly free, easy 10 points?

Hi i saw a video on youtube a long time ago about this game, where youy play as an empire, they where playing the ussr, and there it had like these building realy close and rcokets, and planes etc.. and i really like those types of games, where you are in modern times and you build your empire from scrach, making your own cities and country etc. does anybody know games like this, and by modern i mean from the 20th century, thanks :)
