Im confused about this situation!?

You're not going to get your money back. You shouldn't have put up with him this long if he didn't secure a job within a month of living at your place. Money wasted on you and your moms behalf. As soon as he starts making money If he ever does I doubt he will want to give it away. He doesn't respect you so I don't think he will honor that he needs to pay you and your mom back. :/
