Is Black Rose Dragon's effect to blow-up stopped by book of moon?

I once used book of moon on a guy who used black rose's ability but told me it had priority, so he used the effect anyway. I just want to make sure he wasn't making a mistake. Does the effect get negated by book of moon because it is face down or does the "priority" make it work still?
