What is a person supposed to do, when someone has been murdered and law enforcement never fully recognizes?

If law enforcement is not putting the resources into a murder investigation that you think they should you will do well to contact the head of the investigating body and try to get them to commit more resources, if they refuse a private investigator or attorney would be your only options.~
